14.1.02 CI The Panel discussed the paper on the Administration's response to Members' concerns raised at the FC meeting held on 21 December 2001 concerning the construction cost, location, economic and financial analyses, Government and private sector involvement and ownership structure of the project for developing a new exhibition centre at CLK. 8.4.02 CI The Panel was briefed on the outcome of the Administration's overseas meetings with key exhibition centre operators and exhibition companies and the way forward for constructing a new exhibition centre at CLK. The Panel noted that the Administration would proceed to the expression of interest (EOI) stage with a view to identifying potential private-sector consortia for the tendering exercise of the project. 9.12.02 CI The Panel was briefed on the outcome of the EOI stage for the project. [Paper] Members were supportive of the project.

The Hong Kong Exhibition and Convention Organizers' and Suppliers' Association wrote to the Panel on 11 January 2002 and submitted its proposals for improvement and modifications to the initial design of the new exhibition centre. [Letter]

At members' request, the Administration provided the following after the meeting:

(a)movement of tender prices for construction projects of similar scale. [Follow-up paper];

(b)lease rates charged by similar exhibition facilities in other places [Follow-up paper]; and

(c)update on the tender award and latest development of the IEC project [Follow-up paper].


20.12.02 FC FC approved the funding proposal of an injection $2 billion from the Capital Investment Fund to partly finance the construction cost of IEC at CLK. [Paper]
7.7.04 CQ Hon IP Kwok-him raised a question on allocation of exhibition timeslots by the AsiaWorld-Expo (AWE) (formerly titled as the International Exhibition Centre (IEC)) [Hansard "page 59"]
12.7.04 CI The Panel exchanged views with the Administration and deputations on the ownership and operation arrangements of the AWE project, the Government's participation and the policy of the AWE operator, namely the AWE Management Ltd in allocating slots of AWE. [Paper]

The Panel would explore the subject further with the Administration having regard to members' concern about the measures in place for monitoring and ensuring the effective operation of AWE. The subject has been included in the Panel's list of outstanding items for discussion in due course.

19.10.04 CI The Panel discussed with the Administration on the Hong Kong Trade Development Council's (TDC) application for the Tamar Site for temporary exhibition use and proposal of atrium link extension to the Hong Kong Convention and Exhibition Centre (HKCEC). 24.11.04 CQ Hon Abraham SHEK raised a question on whether the Administration has given its undertaking to the other two shareholders of AWE, that new exhibition venue will not be provided before the exhibition space of AWE has been expanded to 100 000 m2. [Hansard "page 60"]

19.4.05 CI The Panel discussed with the Administration on the findings of a consultancy study commissioned by the Administration on the demand and supply of exhibition facilities in Hong Kong in the next five to ten years and the related issue of TDC's proposal to extend the atrium link of HKCEC, as well as the economic implications of meeting or not meeting the projected demand. 18.3.08 CI Following a duty visit in August 2007 to study the development of the convention and exhibition industry in Dubai, Frankfurt, Las Vegas and Los Angeles, the Panel completed the Study Report and reported its findings and recommendations to the House Committee in January 2008.
