The Administration undertook to conduct a detailed review on ITF and ARF having regard to members' concern on the cost-effectiveness of both schemes.

At members' request, the Administration provided the Panel information on resources allocated by governments in other countries on research and development projects contributing to industrial development and the effectiveness of such projects. [Follow-up paper]

6.04 PAC Report of the Public Accounts Committee on Report No. 42 of the Director of Audit on the Results of Value for Money Audits and Supplemental Report of the Public Accounts Committee on Report No. 41 of the Director of Audit on the Results of Value for Money Audits tabled at Council meeting. In examining the Director of Audit's Report on the funding of projects under the ARF, PAC noted the Director of Audit's recommendation that the Secretary for Commerce, Industry and Technology should take the lead to critically review the role of the ARF having regard to the losses incurred. PAC agreed that the subject matter, in particular the feasibility of continuing the ARF, be referred to the Commerce and Industry Panel for further discussion.

The Administration has advised that a comprehensive review on both ITF and ARF is now underway and the target date of completion of the review will be approximately October/November 2004. The Administration will report to the Panel the outcome of the review in due course.
