(b)a supplementary provision of $522.4 million to meet the institutions' shortfall in tuition fee income in the 2000-2001 academic year; and

(c)to allow the institutions to carry up to 20% of their recurrent grants in a triennium to the next as reserves.

The Panel also discussed supplementary information provided by the Administration on the key issues raised by members of the FC and members of the public regarding the recurrent funding for the UGC-funded institutions for the 2001-2002 to 2003-2004 triennium. [Paper]

(a)to accept the total recurrent funding requirement of the UGC-funded institutions for the 2001-2002 to 2003-2004 triennium estimated at $36,269.5 million;

The Panel also discussed the Administration paper informing members of the education expenditure in the draft Estimates for 2003-2004, and possible measures to achieve 1.8% efficiency savings without compromising the policy objectives in education [Paper] and the joint letter dated 1 April 2003 from the Heads of the eight UGC-funded tertiary institutions to the Secretary-General of UGC. FC circulated the Administration's letter providing information on the amount of tax deduction for donations and the Administration's assessment on whether its proposal to raise the ceiling for tax-exempted donations to 25% of assessable income or profits would be effective in encouraging such donations. (b) an extension of the loan repayment period from no more than ten years to no more than 20 years for institutions borrowing loans after May 2008 for constructing new college premises, subject to proven financial difficulties, payment of first five repayment instalments and interest at the no-gain-no-loss rate after the interest-free period in the first ten years.
