23.4.03 PRESS The Administration announced the following package of measures to help the community tide over the difficulties due to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in Hong Kong and to revive the economy after the disease was under control -
  • waiver of rate payments
  • reduction of water and sewage charges
  • reduction of trade effluent surcharges
  • waiver of licensing fees
  • salaries tax rebate
  • commercial rent concession by Housing Authority (HA) and on tenants managed by government departments
  • creation of new jobs and training places
  • establishment of a Government-guaranteed Loan Scheme with a commitment of $3.5 billion
  • setting aside a provisional sum of $1.5 billion to implement further disease control measures
    The maximum commitment of the proposed package was $11.8 billion, of which $11.7 billion would be borne by the Government and $0.1 billion by HA. [Press release]

    23.4.03 FA The Panel discussed with the Administration on the relief and economic revival measures announced by the Administration. [LegCo Brief]

    The Panel also discussed with the Administration on the latter's proposal to set up a $3.5 billion loan guarantee scheme for SARS Impacted Industries, including restaurants and hotels, travel agents and related operations, retail outlets as well as cinemas and karaokes which were badly hit by the outbreak of SARS.     25.4.03 FC FC approved a commitment of $3.5 billion for the Government to provide guarantee under the Loan Guarantee Scheme for SARS Impacted Industries and to meet contingent liabilities arising from this guarantee. [Paper]
    12.5.03 FA The Financial Secretary (FS) briefed members on the overall approach for "communicating Hong Kong's recovery" following the containment of SARS outbreak. [Paper]
    29.5.03 FA The Panel discussed with the Administration on the latter's proposal to create a new commitment of $1 billion to undertake a comprehensive campaign (Campaign to relaunch Hong Kong's economy) locally, internationally and in the Mainland to restore Hong Kong's reputation and get the economy moving again following the SARS outbreak.     30.5.03 FC FC approved the Administration's proposal to relax the requirements on the use of the Loan Guarantee Scheme for SARS Impacted Industries which was approved by FC on 25.4.03. [Paper]

    FC also approved the creation of a new commitment of $1 billion for the Campaign to relaunch Hong Kong's economy following the SARS outbreak. [Paper]
