In view of members' concerns, the Administration withdrew the item and undertook to -
  • provide separate estimates for retail markets and cooked food centre in future submissions;
  • review the prospects of cooked food centres managed by the Food and Hygiene Department. Instead of using substantial public money to retrofit A/C for these cooked food centres, the Administration should encourage the stall lessees to surrender their licences by offering a more favourable buy-back package than the current package;
  • to consider alternative arrangements which would not require the Government to shoulder all the capital costs for the retro-fitting and improvement works. A possible arrangement to consider was to lease an entire retail market/cooked food centre to a single lessee through competitive bidding and leave it to the lessee to carry out the necessary A/C retrofitting and improvement work; and
  • consider vacating the whole premises for improvement works so as to reduce the cost and time required. [Follow-up Paper]

    22.5.03 SUBC SUBC discussed the Administration's paper on the latest position in respect of the retro-fitting of A/C and general improvement works to 19 individual markets and/or cooked food centres. The Administration also provided SUBC with information on the proposed scope of works and the related details on the general improvement projects for individual markets and cooked food centres with a net support rate below 85%.
