11.2.00 HC HC agreed to set up a bills committee to scrutinize the Building Management (Amendment) Bill 2000 which introduced various policy changes involving building control matters. One of the changes was to empower the Secretary for Home Affairs to order compulsory management for problematic buildings. 21.2.01 ESC ESC endorsed creation of one permanent post of Administrative Officer Staff Grade C (D2) to head a new division in the Home Affairs Department (HAD) to cope with the increasing workload particularly in relation to building management, maintenance and safety. [Paper]

13.3.01 HA The Panel noted that members had requested the Administration to conduct a comprehensive review of BMO without delay, but the Administration had only undertaken to review BMO within one year. The Panel therefore agreed to set up a subcommittee to discuss with the Administration the review of BMO in order to expedite the process. [Minutes]

    30.5.01 CM Hon TAM Yiu-chung moved a motion urging the Administration to strengthen the support services for OC and mutual aid committees. The Council passed the motion. [Hansard "page 142"]
    12.6.01 HA The Panel discussed the Administration's paper which outlined the proposed content of a regulation specifying the detailed requirements of third party liability insurance to be procured by OC under BMO. [Paper]

    The Administration also sought members' views on its proposals on how building owners who were subject to statutory orders could borrow from the Building Safety Loan Scheme in the event of irresponsible or missing owners not paying their shares of the costs involved. [Paper]
