4.03 HA The Culture and Heritage Commission (CHC) which was established in April 2000 to advise the Government on cultural policies submitted the "Culture and Heritage Commission Policy Recommendation Report" to the Government in April 2003, and put forward its policy recommendations including those relating to the development of public library services. The Government's response to the policy recommendations of CHC was circulated to Panel members in February 2004. [Paper]

11.04 - To follow up on CHC's recommendation relating to library services and facilities as well as the recommendations of the 2002 consultancy study, the Government established the Committee on Libraries in November 2004 for a tenure of two years to advise the Secretary for Home Affairs on strategies and plans for betterment of Hong Kong's public library facilities and services.

17.4.09 HA In consultation with the Public Libraries Advisory Committee, a Strategic Plan of the Hong Kong Public Libraries 2009-2018 had been developed to specify the vision, missions and key strategies for guiding the planning of library developments. At the meeting, the Panel discussed the Administration's paper on the development plans of public library services in Hong Kong. The Administration advised the Panel that a review of the Plan would be conducted at three-year intervals to enable adjustments to the on-going medium to long-term planning of library services.
