10.5.99 ITB The Panel discussed the public opinion survey on the operation of the Control of Obscene and Indecent Articles Ordinance (COIAO) (Cap. 390) conducted in 1998. The survey revealed that publicity and civic education relating to control of obscene and indecent articles were generally considered inadequate. The Administration undertook to take into account the findings of the survey and in the light of the operational experience of the enforcement agencies (i.e. Police, Customs and the Television and Entertainment Licensing Authority) to identify areas for improvement and to formulate policy proposals and other related regulatory measures for public consultation.
