A member reiterated his request of designating at least one channel for the public upon implementation of DTT. In view of the small and densely populated territory of Hong Kong and with the prevalence of information and communication technologies, the Administration had no plan to allocate a designated channel for the community at that time but would keep the issue in review.
The Administration reported that the Government would conduct a second round consultation on digital terrestrial broadcasting.

| At the Panel meeting, representatives from broadcasting and related industries as well as Consumer Council were invited to express their views on the second consultation paper. [Second Consultation Paper] ATV and TVB considered that Hong Kong should adopt the same DTT standard as that of the Mainland which was expected to be available in 2005. Deputations were in support of the implementation of digital terrestrial broadcasting in Hong Kong.
On concerns about possible discontinuation of domestic free TV programme services upon transition to DTT, the Administration was requested to ensure that the underprivileged would not be deprived of quality free TV programme services.
The Administration undertook to study the submissions received in response to the second consultation and submit its recommendation for the Chief Executive's approval in Council in mid-2004.
