15.3.01 MP The Panel discussed a paper on the preliminary proposal of ERB to launch a Self-employment Business Start-up Assistance Scheme (SBSA Scheme) to provide enhanced support for retrainees who possessed specific vocational skills to become self-employed. ERB proposed to set aside $50 million from the Employees Retraining Fund as its total commitment to the Scheme. [Paper]

FC gave approval for -
(a)the Secretary for Education and Manpower (SEM) to guarantee loans taken out by eligible ERB trainees under the Board's SBSA Scheme;
(b)the creation of a new Capital Account Subhead "Self-employment Business Start-up Assistance Scheme" with a commitment of $50 million for SEM to meet liabilities arising from the guarantees in (a) above. Expenditure under this subhead will be offset against Government's recurrent subvention to ERB; and
(c)the delegation of authority to the Secretary for the Treasury to vire funds not exceeding $50 million on a cost-neutral basis between the ERB subvention subhead "Head 177 Subventions: Non-departmental Public Bodies Subhead 537 Employees Retraining Board" and the new subhead proposed in (b) above. 15.11.01 MP The Panel discussed a paper on a proposal to continue the Youth Pre-employment Training Programme (YPTP) on a recurrent basis beyond 2001-2002, initially for a period of five years. The YPTP was launched in September 1999 for young school leavers aged between 15 and 19. In May 2000, FC approved funding to continue the Programme in 2000-2001 and 2001-2002. The object of the programme is to prepare young people for employment and bridge them into jobs through workplace attachment. [Paper]

FC approved a total funding of $715 million for the following employment and training relief measures [Paper]
(a)strengthen the Youth Pre-employment Training Programme to provide comprehensive pre-employment training and workplace attachment for school-leavers aged 15 to 19;
(b)create short-term jobs with a training element in a wide spectrum of arts, sports, cultural, social, tourism, environmental and leisure-related areas for young people;
(c)strengthen the Skills Enhancement Project to provide more short-term training opportunities for serving/displaced employees of trades severely affected by SARS;
(d)provide incentive allowance for more local domestic helpers to promote their employment;
(e)create jobs in support of special improvement in environmental hygiene to reinforce the Government's efforts to clean up Hong Kong; and
(f)recruit additional community work organizers to strengthen support for able-bodied Comprehensive Social Security Assistance recipients.

The Government had accordingly earmarked $50 million for establishment of the Fund and it was expected to last for two years. [Paper]
