20.12.99 PS The Panel discussed with the Administration on the consultative machinery of the Civil Service and met with civil service unions. The Administration provided members with the following papers -

  • 1968 Agreement between the Hong Kong Government and the main staff associations (Original version) [Paper]
  • Paper entitled "Review of 1968 Agreement in 1981" [Paper]
  • 1968 Agreement between the Hong Kong Government and the main staff associations (1982 revised version) [Paper]
  • 1968 Agreement between the Hong Kong Government (now known as the Government of the Hong Kong Special Administrative Region) and the main staff associations (1998 adapted version) [Paper]

    Some members suggested and the Administration undertook to examine the admission criteria of the Senior Civil Service Council (SCSC).

    17.4.00 PS The Panel discussed with the Administration on the outcome of the review of the criteria for admission to SCSC. [Paper]
    12.10.04 PS Hon LEE Cheuk-yan suggested at the meeting that the Administration be invited to discuss with the Panel on the subject of collective bargaining system for civil servants. [Minutes "page 3"]

    Mr LEE then wrote to the Clerk to Panel on 3.11.04, requesting that the Administration be invited to discuss with the Panel on the four recommendations made by the Committee on Freedom of Association of the International Labour Organization. [Paper]

    20.6.05 PS The Panel discussed the paper on the overview of the staff consultation mechanism within the civil service and the Government's response to the recommendations made by the Committee on Freedom of Association of the International Labour Organization in its 334th Report arising from a submission made by the Hong Kong Confederation of Trade Unions concerning the 2002 civil service pay adjustment exercise.
