The Panel noted that in the context of the 2001 civil service pay adjustment exercise, there were public discussion on whether the pay trend indices obtained from the pay trend surveys (PTSs) accurately reflected the pay movements in the private sector, and whether the existing pay levels for civil servants had outstripped that of their private sector counterparts. 21.1.02 PS The Panel noted the Administration's decision to carry out a comprehensive review of the civil service pay policy and system. The Panel discussed the Administration's plan to take forward the review. [LegCo Brief] The review would cover, among other areas, the fundamental principles underpinning the present civil service pay policy, especially the principle of broad comparability with private sector pay, and the methodology for determining pay levels in the civil service (including the timing and frequency of conducting a full-scale private sector pay comparability study if it was decided that the principle of broad comparability with the private sector should be upheld).

17.6.02 PS The Panel met deputations and received views from major civil service unions on the Interim Report on the First-phase Review of Civil Service Pay Policy and System. [Paper]

The Panel noted the supplementary information on the conduct of pay level surveys (PLSs) and PTSs, as well as reasons why the data collected in the annual PTSs could not be used as the basis for deriving the pay levels in the private sector, which was provided by the Administration after the meeting. 23.10.02 PS The Panel considered the Phase One Final Report of the Task Force submitted to the Administration on 20 September 2002. [Paper] and the major recommendations made by the Task Force in the report summarized in an information paper provided by the Administration. [Paper]
20.1.03 PS The Panel discussed the paper on the outcome of the public consultation exercise on the Phase One Final Report of the Task Force, as well as the Task Force's suggested priority areas for more detailed study in the short, medium and long term. [Paper]

The Panel noted the Administration's proposal to focus on the suggested priority areas identified by the Task Force for detailed study in the short term. In this connection, the Administration was exploring with staff representatives an improved civil service pay adjustment mechanism which would encompass the conduct of periodic PLSs and annual PTSs based on an improved methodology, as well as a practical means for implementing both upward and downward pay adjustments.

15.12.03 PS The Panel discussed the paper on the progress on the development of an improved pay adjustment mechanism for the civil service and noted that the whole exercise, including the conduct of a PLS, presentation of detailed proposals on the application of the survey results and the introduction of any necessary legislation for implementing both upward and downward pay adjustments in future, was expected to be completed in the second quarter of 2005. The Panel considered the progress report on the development of an improved pay adjustment mechanism for the civil service issued by the Administration on 26 November 2003. [Paper]

21.6.04 PS The Panel discussed the paper on the progress on the development of an improved pay adjustment mechanism for the civil service, including the initial recommendations of the consultant commissioned by the Administration to assist in drawing up a detailed and feasible methodology for the PLS. The Panel noted that the consultant would submit its final report to the Administration around end of June 2004 and the Administration would launch an extensive consultation after the Steering Committee on Civil Service Pay Adjustment Mechanism and the Consultative Group on Civil Service Pay Adjustment Mechanism (the Consultative Group) had deliberated on the draft final report. 15.11.04 PS The Panel discussed the paper on the proposals on the PLS methodology and the application of the survey results. The Panel noted that the Administration embarked on an extensive consultation on the proposals by issuing a consultation paper on 4 November 2004. Following the end of the consultation period in January 2005, the Administration planned to commence the field work of PLS in the first quarter of 2005 with a view to completing the whole exercise on the development of an improved civil service pay adjustment mechanism within 2005.

17.1.2005 PS At the meeting when the Panel discussed with the Administration the policy initiatives of the Civil Service Bureau featuring in the Chief Executive's 2005 Policy Address, a member raised concern about the way forward for PLS. [Paper] [Minutes "page 12"]

At the meeting on 21.3.2005, the Panel noted the written submissions from two civil service staff associations on PLS and the Administration's response to the submissions. The Panel urged the Administration to take forward the PLS in a prudent manner, taking into full consideration of the concerns and worries of civil service bodies throughout the process. 17.10.05 PS The Panel discussed the paper on policy initiatives of the Civil Service Bureau set out in the 2005-06 Policy Agenda, including the development of an improved civil service pay adjustment mechanism. [Paper]

The PFC Staff Side objected to the appointment of Watson Wyatt by the Administration as the Phase Two Consultant for PLS for the civil service. 19.12.05 PS The Administration briefed the Panel on the latest progress on the conduct of a PLS for the civil service. [Paper]
12.1.2006 PS The Administration provided a LegCo Brief informing Members that the next round of civil service pay adjustment exercise should be carried out in 2006 when the findings of the current PLS are available. As the PLS will collect private sector pay data as at 1 April 2006, no annual PTS will be conducted for 2005-06. [LegCo Brief]

"That this Panel proposes that the new benchmarks for the 12 qualification groups should be further improved, and considering that the conversion arrangements for the civil servants and teachers of aided schools employed on or after 1 April 2000 are neither fair nor reasonable, this Panel urges the Government to review the above arrangements afresh on the basis of the principle that full regard should be given to the length of service and experience of the existing civil servants."
