16.5.00 TP The Panel circulated the LegCo Brief on Railway Development Strategy provided by the Administration. The proposed Regional Express Line (REL), which connected the Boundary through express service to Hung Hom with a possible further extension across the harbour to Hong Kong Island, was one of the six new passenger rail corridors envisaged in the Strategy. The Joint Expert Group had confirmed the strategic value of the rail link, and a study was now underway to establish the technical feasibility and commercial viability of ERL. PWSC PWSC endorsed a commitment to upgrade 53TR to Category A at an estimated cost of $55,017.5 million for the construction of the railway works of the Hong Kong section (HKS) of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL). [Paper]

PWSC endorsed a commitment to upgrade 57TR to Category A at an estimated cost of $11,800.0 million for carrying out the non-railway works for the HKS of the XRL. [Paper]
