According to the results of Strategic Highway Project Review, the need for a new road link between Kennedy Town and Pok Fu Lam by 2010 was confirmed. Issues related to sustainable development of transport infrastructure, provision of the section from Pok Fu Lam to Aberdeen, proposed lane configuration of Route 7 were discussed.
A motion on the item was moved and passed urging the Administration to expedite construction of Route 7 in tunnel form. [Motion "page 14"]
The Panel agreed to invite public views on the Route 7 project.

| The Panel met deputations to receive views on Route 7 and the alternative of providing a rail link, i.e. South Hong Kong Island Line (SIL). The concerned District Councils and some local organizations strongly requested for the construction of Route 7 from Kennedy Town to Aberdeen. Other groups objected to the project and suggested that it should be replaced by a rail link.

An engineering review for the entire section of Route 7 from Kennedy Town to Aberdeen would be conducted including investigation on possible alignments, extent to which the project could be in tunnel and the costs and environmental impacts involved, phased construction of the project with the section between Kennedy Town and Pok Fu Lam completed first. The review would be completed by 2002.
Members repeated call on the Administration for early construction of Route 7 in tunnel form as well as provision of a mass transit system in Southern District.

According to the Administration, the initial capital cost of Route 7 was $10 billion. The preliminary cost estimates for WIL Phase 1 was $5 billion while that for SIL was $10 billion.
MTRCL would be invited to proceed with further planning on the West Hong Kong Island Line (WIL) Phase 1 from Sheung Wan to Belcher of the ILE including a possible link with SIL. MTRCL should be asked to examine modifications to its preliminary proposal on SIL with a view to arriving at a more cost effective option, in particular options in railway technology. Development of SIL should be considered along with Route 7. The planning of Route 7 would be kept under review. Interim traffic improvement measures identified under the Alternative Alignments Study for Route 7 would proceed for completion by early 2006.

Issues in relation to financial and economic valuation of Route 7 vis-á-vis SIL, as well as the impact of SIL on other public transport modes were raised.

SIL and WIL Phase 1 would be developed together and further studies would be undertaken by MTRCL. Members noted MTRCL's preliminary proposals on the type of railway system to be adopted, alignment options and interchange with existing MTR system, as well as MTRCL's preliminary financial assessment on the project.
Route 7 was kept under review pending the review study of SIL/WIL by MTRCL. The Administration has proposed revised alignment options for Route 7 as no reclamation would be undertaken in Western District. Interim Traffic Improvement Measures to improve local traffic conditions along Pokfulam Road to a manageable level without Route 7 were being carried forward as planned.
Members deliberated on the provision of Route 7 vis-á-vis SIL/WIL taking into account various latest development. Issues including impact of SIL/WIL's implementation on other modes of transport, financial arrangements for SIL/WIL and principles of providing funding support for railway development were discussed.

| The Panel discussed paper on details of WIL/SIL Project Proposal submitted by MTRCL as well as the progress of the development of the Route 4 (formerly Route 7) - Section between Kennedy Town and Aberdeen. [Administration's paper and MTRCL's Paper]
MTRCL estimated that the capital cost for SIL/WIL was about $15 billion and suggested that Government should provide financial support of a maximum of half of the project cost.
The Panel met deputations and received views from transport trades and local communities on Route 4, SIL and WIL. Deputations representing local views requested for early provision of railway services in Southern and Western Districts. Other public transport trades supported Route 4 and objected to the construction of SIL/WIL as it would adversely impact on their businesses.
A motion on the item was moved and passed urging Government to shelve any further development and planning for SIL/WIL pending its review on the latest population growth in the southern and western districts, as well as its land-use planning to develop the southern district into a tourism/commercial centre. In the meantime, Government should expedite its study and decision process for the implementation of Route 4 so as to cope with the transport needs of the local residents. [Motion "page 26"]
