- At the third meeting of the Mainland/Hong Kong Conference on the Co-ordination of Major Infrastructure Projects held on 20.9.02, it was agreed that a joint study should be conducted on the transport linkage between Hong Kong and Pearl River West.

On 4.8.03, the State Council approved the report of the study and agreed that the governments of Guangdong, Hong Kong and Macau should set up a Hong Kong-Zhuhai-Macau Bridge Advance Work Coordination Group and press ahead with the advance work for the construction of the Bridge.

    29.10.03 PWSC PWSC endorsed a commitment to upgrade 787TH to Category A at an estimated cost of $58.9 million in money-of-the-day (MOD) prices to employ consultants to undertake an investigation study for the section of the proposed HZMB between the boundary of Hong Kong and the landing point at Northwest Lantau, i.e. Hong Kong Section (HKS), and the connecting road with the North Lantau Highway, i.e. North Lantau Highway Connection (NLHC), and to develop a conceptual design for the HKS of HZMB as well as a preliminary design for NLHC.     25.6.04 TP The Panel discussed with the Administration on the latest progress of the advance work for HZMB and the Northwest New Territories Traffic and Infrastructure Review. [Paper]

    The Panel noted that the Hong Kong-Zhuhai-Macao Bridge Advance Work Co-ordination Group had commissioned the China Highway Planning and Design Institute to conduct a feasibility study for HZMB. The study was scheduled for completion by end 2004. On completion, the study report would be submitted to the National Development and Reform Commission for approval to create a project item for the Bridge. The investigation and preliminary design study on the Hong Kong Section of HZMB and Connection with NLH commissioned by the Administration was also scheduled for completion by end 2004. In examining the proposed HZMB project, the Panel called on the Administration to make early planning for the provision of local connecting infrastructure in addition to the proposed North Lantau Highway Connection to meet the additional traffic generated by the Bridge.
