14.1.02 WS Subsequent to the 2001 Policy Address in which the Chief Executive (CE) announced plans to establish a $300 million "Community Investment and Inclusion Fund" (CIIF), the Panel discussed the paper and invited deputations to express views on the proposed establishment of CIIF. [Paper]

While members and deputations were supportive of the setting up of CIIF, they were concerned about the lack of well defined eligibility criteria for the fund. The Administration undertook to revert to the Panel of a set of eligibility criteria agreed by the Fund committee in due course.

1.2.02 FC FC approved a commitment of $100 million from General Revenue as part of the initial capital for the establishment of CIIF. [Paper] The Administration would seek an additional $200 million from the Lotteries Fund.

While expressing support of CIIF, members were of the view that the Administration should avoid implementing any policies or measures which would undermine social cohesion and inclusion. The Panel enquired the reasons for the small number of successful CIIF projects and urged the Administration to consider how best to enhance the sustainability of CIIF-funded projects.

Further to the meeting held on 5.1.04, the Administration provided its response to issues raised by members on CIIF. [Follow-up paper] The paper was issued to members in June 2004 vide LC Paper No. CB(2)2861/03-04(01).

10.1.05 WS The Panel discussed the paper on the up-to-date position of CIIF as at 20 December 2004. [Paper]

While members were supportive of the CIIF, some members raised concern about the slow pace of disbursement of the Fund and considered that more assistance should be given to CIIF applicants and successful organizations to facilitate the implementation of CIIF projects. There was also a suggestion to turn the successful CIIF projects into mainstream or subvented services. [Paper]

8.5.06 WS The Panel discussed the paper on the up-to-date position of CIIF as of April 2006 [Paper] and the outcome of the evaluation consortium commissioned by the Administration to conduct an independent evaluation on the CIIF operation and funded projects.

In addition to the progress of CIIF, members discussed the need to review on the Co-operative Societies Ordinance to facilitate the formation of co-operatives to continue with the work of the CIIF projects after the seed funding granted by the Fund had been used up. [Paper]

Further to the meeting on 8 May 2006, the Administration provided supplementary information on the list of the approved CIIF projects for members' reference. [Follow-up paper] [Paper]

10.12.07 WS The Panel discussed the Administration's paper on the latest position of CIIF and the Fund's strategic focus for the next phase of development. [Paper]

The Panel also noted a background brief prepared by the Legislative Council Secretariat on the subject. [Background paper]

16.4.09 WS The Panel discussed the Administration's paper on the progress made by CIIF in promoting social capital in Hong Kong and outlines the Fund's strategies in furthering this objective as social needs change over time. [Paper]
