(a)$194,398,000 and $334,168,000 in money-of-the-day (MOD) prices to the Architectural Services Department to construct and fit out two rehabilitation complexes at LKH and the ex-staff quarters site of CPH respectively; and

(b)$6,820,000 and $9,720,000 respectively to the non-governmental organization (NGO) service providers to be selected later to meet the costs of the furniture and equipment for the two rehabilitation complexes. [Papers]

(a)a new commitment of $22.5 million to implement a three-year programme to provide on-the-job training for people with disabilities;

(b)a new commitment of $50 million to assist non-profit-making non-governmental organizations to create and run small businesses employing people with disabilities; and

(c)a new commitment of $50 million to set up the "Hong Kong Paralympians Fund" to assist disabled athletes. [Paper]

10.6.02 WS The Panel discussed the paper on the proposed conversion of Fanling Hospital (FH) into a new rehabilitation facility to provide day and residential services to people with disabilities. [Paper]

Members noted the Lotteries Fund Advisory Committee had approved on 8 May 2002 the capital funding ($32.02 million for conversion and fitting out works and $3.15 million for the purchase of furniture and equipment) of the project. The Panel was supportive of the proposal.

21.6.02 FC FC approved to allocate from LF:

(a)$32,017,000 for converting and fitting out of FH into a new facility providing rehabilitation services; and

(b)$3,145,000 to meet the cost of furniture and equipment for the rehabilitation facility. [Paper]

10.2.03 WS The Panel discussed the paper on the major rehabilitation services for adults with mental/physical handicaps, particularly on the recent development of vocational rehabilitation services, residential services and community support services under Social Welfare Department. [Paper]

5.1.04 WS The Panel discussed the paper on the proposed standardized needs assessment tool for admission to residential homes for people with disabilities. [Paper]

Members noted that a pilot study would be conducted from February to May 2004 to test the validity and reliability of the Assessment Tool. The Panel requested the Administration to submit a report in June 2004.

3.04 AUD Director of Audit conducted a value-for-money audit on training, employment and residential services for people with disabilities. [Report]
10.5.04 WS The Panel discussed the paper on the support and assistance for paralysed patients living in the community. [Paper] Deputations were also invited to express their views on the subject.

14.6.04 WS Further to the meeting on 5.1.04, the Panel discussed the progress report on the standardized needs assessment tool for admission to residential homes for people with disabilities. [Paper] The Panel requested the Administration to follow up on the implementation of the Assessment Tool in the 2005 legislative session.
19.7.04 WS Subsequent to the meeting held on 10.5.04, the Panel discussed the paper on the support and assistance for paralysed patients and Administration's response towards the concerns of respective self-helped groups. [Paper] Deputations from the self-helped groups were invited to express their views on the subject.

At the members' request, the Administration provided written response on the advice given by Social Welfare Department (SWD) to private homes for people with disabilities during the regular liaison visits by SWD staff and the Department's tentative working plan on licensing rehabilitation homes. 6.7.06 MP,WS The two Panels held a joint meeting to discuss with the Administration measures to promote the employment opportunities for people with disabilities. [Paper] Deputations were invited to give views on the subject.

Further to the meeting, the Administration provided information about -

(a)the training programmes and total number of training places offered by the Employees Retraining Board to disabled persons and detailed statistics about the Work Orientation and Placement Scheme [Follow-up paper]; and
