Some Instruments made under an Ordinance such as codes of practice and technical memoranda which, although not subsidiary legislation, are subject to the scrutiny of the Legislative Council in accordance with a mechanism substantially the same as that provided for in section 34 of the Interpretation and General Clauses Ordinance (Cap. 1).
