The division provides secretariat and support services to the Finance Committee and its two subcommittees, as well as the following nine Panels and any Bills Committees or a subcommittees on policy issues or legislative proposals relating to the terms of reference of these Panels:

In addition, the division is also responsible for servicing Legislative Council Members' regular meetings with members of six district councils (Central and Western, Sham Shui Po, Shatin, Southern, Tsuen Wan and Yau Tsim Mong). It also provides secretariat and support services to the Subcommittee to Study Issues Arising from Lehman Brothers-related Minibonds and Structural Financial Products and the Subcommittee to Examine the Implementation in Hong Kong of Resolutions of the United Nations Security Council in relation to Sanctions.

The division is headed by an Assistant Secretary General and supported by 1 Principal Council Secretary, 7 Chief Council Secretaries, 11 Senior Council Secretaries, 8 Council Secretaries, 4 Senior Legislative Assistants, 11 Legislative Assistants, 1 Administrative Assistant and 7 Clerical Assistants.
