Chapter 3 Committees Select committees TheCouncilmay appoint oneormore select committees for in-depthconsideration ofmattersorbills referredby theCouncil. Wheresoauthorizedby theCouncil, select committees may, as required when exercising its powers and functions, summon persons concerned to attend before the committee to give evidence or to produce documents. As soon as a select committee has completed consideration of the matter or bill referred to it, it reports to the Council and is thereupon dissolved. Inaddition, apetitionpresentedto theCouncilwill be referredtoa select committee under Rule 20(6) of the Rules of Procedure if the request for the petition to be referred is supported by not less than 20 Members. The President shall decide the size of every select committee and shall appoint the chairman, deputy chairman and members thereof, taking into account the recommendations of the House Committee. The Select Committee was established pursuant to the referral, under Rule 20(6) of the Rules of Procedure, by the Council of a petition jointly presented by Hon Kenneth LEUNG and Hon Andrew WAN Siu-kin at the Council meeting of 2 November 2016 ("the petition"). The Committee was not authorized by the Council to exercise the powers under section 9(1) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to summon witnesses or order the production of papers. 130 Legislative Council Annual Report 2016-2017
