新加坡促進學生數碼參與的措施
(a) | 提供全面的數碼科技支援網:新加坡政府提供較全面的支援網,確保低收入家庭的學生有充分的機會使用資訊科技裝置。根據新生電腦計劃(NEU PC Plus Programme)29註釋符號代表新生電腦計劃最早於2006年推出,旨在資助25歲或以下全職學生,受助學生須居住於(a)每月入息總額3,400新加坡元(18,979港元)或以下的家庭,或(b)住戶人均入息900新加坡元(5,024港元)或以下的家庭。領取全額資助的學生一般須提供3至12小時的社會服務。請參閱Infocomm Media Development Authority (2020b)。,25歲或以下的清貧學生可申請電腦及寬頻接駁資助,實踐在家學習。新生電腦計劃以家庭為申請單位,並按家庭入息水平提供3個級別的資助,設有50%、75%或100%的資助比率。30註釋符號代表一般來說,育有兩名或以下在學子女的家庭只能獲資助配備一部電腦。 反映上述措施的成效,在2019年,新加坡育有在學子女的家庭近乎全部均可在家上網。31註釋符號代表上述情況較2006年有所改善,當時約14%育有在學子女的住戶並無擁有可上網的個人電腦裝置。請參閱World Bank (2008)及Infocomm Media Development Authority (2019)。
因應疫情爆發,新加坡政府亦已加強對清貧學生使用數碼科技的支援。具體而言,當局為他們提供更多選擇,決定所需的資訊科技工具:一是讓未能連接光纖網絡的家庭選擇流動寬頻上網32註釋符號代表流動寬頻選項可提供無限數據使用量,當每日用量超過1GB時,數據連接速度會受到限制。請參閱Infocomm Media Development Authority (2020b)。;二是有3名或以上在學子女的家庭可要求獲發第二部電腦; |
(b) | 分階段向學生配備個人學習裝置:除了提供電腦及寬頻接駁外,新加坡政府亦視擁有個人學習裝置為電子學習的先決條件之一。教育部因應疫情已預留7,500萬新加坡元(4億1,900萬港元),在2021年前為所有中一學生配備學校指定的平板電腦或筆記簿電腦。33註釋符號代表該計劃將分階段推行,最終目標是讓所有中學生擁有自己的個人學習裝置。有關裝置亦裝設管理軟件,使學生只能閱覽與學習有關的內容。 清貧學生亦獲額外資助,讓他們可以無需自付任何費用使用相關學習裝置;

(c) | 開發及協調電子學習平台:除了提供所需的硬件外,新加坡政府亦協調中小學的電子學習工作。新加坡學生學習平台(Singapore Student Learning Space)是由教育部開發的網上學習工具,根據學校課程提供各類互動學習資源。學生可透過個人學習裝置連接學習平台,在課室和家中進行電子學習。教師亦可利用該平台進行小組教學,向個別學生提供支援,或聯繫其他課室及學校。34註釋符號代表請參閱Ministry of Education (2020e)。 為加強電子學習的彈性,學習平台亦容許學校按自身需要,配置額外的學習工具或資源。35註釋符號代表請參閱Ministry of Education (2020b)。 自2018年起,新加坡所有中小學經已採用上述的互動電子學習平台;及

(d) | 支援家長在數碼時代參與子女學習:隨著數碼科技及電子學習漸趨普及,新加坡政府亦支援家長透過數碼平台加深對子女學習的參與。例如,教育部為加強家校合作,推出"家長通道"(Parents Gateway)流動應用程式。家長可以透過該應用程式查閱學校公告,及了解子女在學校的最新活動情況。與此同時,由政府委任的媒體通識理事會(Media Literacy Council)36註釋符號代表媒體通識理事會於2012年成立,旨在推廣負責任的數碼公民參與。理事會由21名來自不同行業和界別的人士組成,理事由新加坡政府委任。 亦舉辦各項活動及提供網上資源,支援家長在數碼時代參與子女學習。 |
