Issue No. 13 (2 March 2006)



At its meeting on 1 March 2006, the Legislative Council passed the following two bills:

(1)Protection of Endangered Species of Animals and Plants Bill, with amendments proposed by the Secretary for the Environment, Transport and Works at Committee Stage.

(2)Revenue (Profits Tax Exemption for Offshore Funds) Bill 2005, with amendments proposed by the Secretary for Financial Services and the Treasury at Committee Stage.


At the same meeting, the Council passed the following four resolutions:

(1)Resolution moved by the Secretary for the Environment, Transport and Works relating to the franchise conferring the right on Citybus Limited to operate a public bus service.

(2)Resolution moved by the Secretary for the Environment, Transport and Works relating to the franchise conferring the right on New Lantao Bus Company (1973) Limited to operate a public bus service.

(3)Resolution moved by the Secretary for the Environment, Transport and Works relating to the franchise conferring the right on The Kowloon Motor Bus Company (1933) Limited to operate a public bus service.

(4)Resolution moved by the Secretary for Financial Services and the Treasury under the Public Finance Ordinance.


The following motion with no legislative effect was also passed by the Council:

    Motion on "Development planning for Lantau", moved by Hon CHEUNG Hok-ming

    "That, given the slow progress of work since the Government drew up the Concept Plan for Lantau in 2004, this Council urges the Government to expedite the planning study on Lantau and, provided that nature conservation and preservation of historical and cultural heritage are taken into consideration, to expeditiously put the following development directions into effect:
    (a)developing in the area theme tour routes which have historical and cultural value and ecological characteristics and which complement existing recreational facilities, so as to develop Lantau into a quality tourism area;
    (b)in line with the construction of the Hong Kong-Zhuhai-Macao Bridge and other infrastructural facilities, creating favourable conditions for developing new economic activities in the area; and
    (c)completing, as soon as possible, the feasibility study on the construction of a logistics park on Lantau."
