Television and Radio Consultative
Scheme
The role of the Television and Radio Consultative Scheme
is to provide qualitative input in the Authority's public
consultation process. Members are appointed from across the
territory's 18 geographical districts and they meet regularly
in the form of focus groups to discuss topical subjects relating
to broadcasting standards. Their views help to supplement
the quantitative findings obtained from the Broadcasting Services
Survey. During the reporting period, a total of 23 focus group
meetings were organised. Members' views were sought on the
lifting of the restriction on start-times and under-runs on
television programmes; conditions for broadcast of in-programme
promotions within television programmes; the extension of
the accuracy requirement to selected programmes other than
news or factual programmes dealing with public policy or controversial
issues of public importance in Hong Kong; the extension of
the requirement for impartiality in factual programmes dealing
with public policy or controversial issues of public importance
in Hong Kong to segments of factual programmes dealing with
similar matters; and a proposition to regulate harmful stereotyping
in television and radio programmes. The views collected would
also form parts of the consultation process of the Authority
in its regular review and revision of the Codes of Practice.
