At its meeting of 2, 3, 4 and 5 March 2011, the Legislative Council passed the following three bills: (1) Chief Executive Election (Amendment) Bill 2010, with amendments moved by the Secretary for Constitutional and Mainland Affairs at Committee stage. (2) Legislative Council (Amendment) Bill 2010, with amendments moved by the Secretary for Constitutional and Mainland Affairs at Committee stage. (3) Motor Vehicle Idling (Fixed Penalty) Bill, with amendments moved by the Secretary for the Environment at Committee stage. At the same meeting, the Council passed the following two motions not intended to have legislative effect: (1) Motion on "Public Accounts Committee's Report on 'Administration of the Direct Subsidy Scheme and Governance and Administration of Direct Subsidy Scheme Schools' ", moved by Dr Hon Philip WONG Yu-hong. (2) Motion on "Promoting personal financial management education", moved by Hon CHAN Kin-por.
