(To implement the re-organisation of the Government Secretariat as proposed in EC(2012-13)5, this item invites Members to approve the following changes to the 2012-13 Estimates from the same date as the proposed re-organisation –

(a)creation of a new Head of Expenditure under the General Revenue Account entitled "Government Secretariat: Culture Bureau" with the Permanent Secretary for Culture as the Controlling Officer and under this new Head, creation of one Recurrent Subhead and one Non-recurrent Subhead under the Operating Account, and three Subheads under the Capital Account;

(b)creation of a new Head of Expenditure under the General Revenue Account entitled "Government Secretariat: Commerce and Industries Bureau (Maritime, Aviation, Logistics and Tourism Branc h)" with the Permanent Secretary for Commerce and Industries (Maritime, Aviation, Logistics and Tourism) as the Controlling Officer and under this new Head, creation of one Recurrent Subhead and one Non-recurrent Subhead under the Operating Account;

(c)the change in the titles of some Controlling Officers and Heads of Expenditure;

(d)consequential re-delegation of the authority previously delegated by this Committee to the Secretary for Commerce and Economic Development;

(e)consequential transfer of non-recurrent and capital account commitments to the two new Heads of Expenditure;

(f)supplementary provision to the relevant Subheads under the two new Heads of Expenditure and some existing Heads; and

(g)provision of establishment ceilings expressed in terms of total notional annual mid-point salary value to the two new Heads of Expenditure and change in the establishment ceilings of some existing/retitled Heads.)

7.FCR(2012-13)49 2012-13 CIVIL SERVICE PAY ADJUSTMENT

(This item invites Members to –

(a)approve, with effect from 1 April 2012, an increase in pay –

(i)by 5.26% for civil servants in the directorate and upper salary band; and

(ii)by 5.80% for civil servants in the middle and lower salary bands;

(b)approve the same pay adjustment to Independent Commission Against Corruption staff;

(c)approve the same pay adjustment to teaching and non-teaching staff of aided schools who are remunerated according to the civil service pay scales, and to those subvented sector staff who are remunerated according to the civil service pay scales;

(d)approve corresponding adjustment to the provisions for subvented bodies whose funding is price-adjusted on the basis of formulae including a factor of civil service pay adjustment; and

(e)note the financial implications of about $8,608 million arising from items (a) to (d) above.)

(b)the delegation of authority to Permanent Secretary for Financial Services and the Treasury (Treasury) to approve the future adjustments to the levels of cash remuneration for the politically appointed officials and, correspondingly, the Chief Executive in accordance with the proposed mechanism.)

(This item invites Members to approve the following loans totalling $970 million, under the Start-up Loan Scheme for post-secondary education providers, from the Loan Fund –

(a)$300 million to Caritas-Hong Kong for the operation of Caritas Institute of Higher Education; and

(b)$670 million to the Vocational Training Council for the operation of Technological and Higher Education Institute of Hong Kong.)
