At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(95-96)74 to 82 were recommended by ESC at its meeting on 14 February 1996. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.
