At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(95-96)68 to 73 were recommended by ESC at its meeting on 17 January 1996. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.

3. Members are invited to approve the ESC recommendations.
