Minutes of Meeting

Members noted that Mr Albert CHAN had joined the Panel and Dr Philip WONG Yu-hong, Miss Christine LOH Kung-wai and Mr CHEUNG Hon-chung had resigned from the Panel.

I. Election of Chairman and Deputy Chairman

Messrs. YUM Sin-ling and MOK Ying-fan were elected Chairman and Deputy Chairman of the Panel respectively.

(Note : Mr YUM Sin-ling took over the chair of the meeting after being elected to be the Panel Chairman.)

II. Terms of Reference

Members noted that in line with the renaming of the English title of the Recreation and Culture Branch to Broadcasting, Culture and Sport Branch, the Panel had agreed at its meeting held on 1 August 1996 that the English name of the Panel would be changed to LegCo Panel on Broadcasting, Culture and Sport in the 1996-97 LegCo Session. The Panel reconfirmed the change. The new name would be effective after endorsement by the House Committee at its meeting on 11 October 1996.

Members agreed to the terms of reference at Appendix II to LegCo Paper No. CB(2) 2135/95-96.

III. Schedule of Meetings for the 1996-1997 Session

The Chairman reminded members that pursuant to the House Committee’s decision on 16 December 1994, policy briefings for the 1996-97 would be held at Panel meetings. The briefing for the Recreation and Culture Panel had been scheduled for 10 October 1996 at 9:00 a.m..

Members agreed that regular meetings of the Panel would be held on the fourth Thursday of each month at 10:45 a.m. in Conference Room A of the Legislative Council Building.

IV. Items for Discussion at the next meeting

Members went through the list of outstanding items at Appendix III to LegCo Paper No. CB(2) 2135/95-96 and, after discussion, agreed that the items listed below should be discussed at the following meetings:

Discussion items for the meeting on 25 October 1996

  1. Treatment of antiques from China before and after 1997
  2. Provision of venues for the promotion of local visual arts
  3. Legislative and financial proposals in the 1996 Policy Address

    (Post-meeting note : As the Panel would be meeting a number of deputations for items (b) and (c), the Chairman decided to leave item (c) for the November meeting, if the Panel considered it necessary to pursue further the issue after the policy briefing by the Secretary for Broadcasting, Culture and Sport on 10 October 1996.)

Policy on and funding for sports development (with special focus on fundamental training for the general public and specialised training for elite athletes)

Discussion item for the meeting in December 1996

Regulation of obscene and indecent materials transmitted through the Internet.

V. Any other business

Provision of Information Papers

Members noted that experience from the last session showed that the Administration had very often ignored to the request for information papers to be provided on time. They supported the following:

  1. the need for documents to be provided simultaneously in Chinese and English to the Panel one week before the meetings;
  2. the need for documents to be made available as early as possible in respect of urgent meetings where only short notice can be given; and
  3. the tabling of documents at meetings should be avoided as far as possible.

The Panel agreed to write to the Secretary for Broadcasting, Culture and Sport accordingly and request the House Committee to discuss the matter.

(Post-meeting note : The Secretary for Broadcasting, Culture and Sport was so requested on 3 October 1996 and the matter was discussed at the House Committee meeting on 4 October 1996.)
