RECOMMENDATIONS OF THE ESTABLISHMENT SUBCOMMITTEE

At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(97-98)84 to 88 were recommended by ESC at its meeting on 25 March 1998. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.

3. Members are invited to approve the ESC recommendations.

4. The up-to-date position of the establishment of directorate posts in the civil service is as follows -

  1.  retitling the Head as "Government Secretariat : Information Technology and Broadcasting Bureau";

  2.  retention of four permanent directorate posts of one Director of Bureau (D8) ($181,050), one Administrative Officer Staff Grade B1 (D4) ($145,150 - $149,600), and two Administrative Officer Staff Grade C (D2) ($110,000 - $116,800);

  3.  creation of four permanent directorate posts of one Administrative Officer Staff Grade B (D3) ($127,900 - $135,550), and three Administrative Officer Staff Grade C (D2) ($110,000 - $116,800);

Head 53 - Government Secretariat :
Home Affairs Bureau

  1.  transfer from Head 55 one permanent post of Administrative Officer Staff Grade B (D3) ($127,900 - $135,550), one permanent post and one supernumerary post of Administrative Officer Staff Grade C (D2) ($110,000 - $116,800), and one permanent post of Principal Executive Officer (D1) ($92,650 - $98,300); and

  1.  adjustment of the ceilings placed on the total notional annual mid-point salary value of non-directorate posts in the permanent establishment of Head 53 and Head 55 to facilitate -

    1. the creation of ten non-directorate posts in the Information Technology and Broadcasting Bureau;

    2. the creation of eight non-directorate posts in the Home Affairs Bureau; and

    3.  the transfer of 84 non-directorate posts

      from Head 55 to Head 53.
