Building (Administration) (Amendment) (No. 2) Regulation 1997 (L. N. 441)

The Buildings (Amendment) Ordinance 1996 (54 of 1996) provides that the Building Authority is to keep a register of general building contractors and a register of specialist contractors. Consequential upon this Amendment, this regulation now prescribes for fees for the registration of general building contractors and specialist contractors, and the fees for inspection and testing of the drainage works done by them.

Members may refer to the PLC Brief File Reference: PELB(L)30/30/31 IV issued by the Planning, Environment and Lands Bureau in September 1997 for background information. According to the Brief, the Hong Kong Construction Association Ltd. and the Hong Kong E&M Contractors' Association Ltd. have been consulted. No adverse views were received.

The fees relating to registration of general building contractors and inspection and testing of drainage works will be implemented in October 1997, and those relating to registration of specialist contractors in March 1998.

Building (Administration) (Amendment) (No. 3) Regulation 1997 (L. N. 442)

This regulation revises the fees for additional inspection of completed building works or street works by an authorised person or registered structural engineer from the current $2,120 to $2,420. It also increases the fees for the issue of certified copies, prints or extracts of or from any plan or microfilm or other record of any plan from the current $320 to $350. The Administration proposes that the new fees shall come into effect on 31 October 1997. Building (Oil Storage Installations) (Amendment) Regulation 1997 (L. N. 443)

This Regulation revises the fees for the grant and renewal of a licence in respect of an oil storage installation from the existing $48,940 to $52,400, which represents an increase of 7%. The last revision was made in June 1996. The Standing Advisory Committee (Oil Storage Installations) has been consulted and has not raised any objection. The fee increase will come into effect on 31 October 1997.

Public Health and Municipal Services Ordinance (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 4) Order 1997 (L. N. 444)

This Order sets aside the Ap Lei Chau Park and the Lok Kwan Street Park as public pleasure grounds. It also provides that the Urban Council Chambers Rest Garden shall cease to be a public pleasure ground.
