Minutes of Meeting held on Tuesday, 22 July 1997 at 4:00 pm in Conference Room B of the Legislative Council Building

I.Election of Chairman and Deputy Chairman

The Clerk invited members to nominate a member to preside the election of the chairman. Mrs Selina CHOW was elected and took the chair.

2.Members noted that a member who was the chairman or deputy chairman of a Government advisory body relevant to the Broadcasting, Culture and Sport Panel listed in Appendix I to PLC Paper No. CB(2)54 and of another Provisional Legislative Council Panel should not be the Chairman or Deputy Chairman of the Panel.

3.Mrs Selina CHOW called for nominations for the chairmanship. Mr MOK Ying-fan was nominated by Mr YEUNG Yiu-chung and seconded by Mr Henry WU. Members noted that Mr MOK Ying-fan who was unable to attend the meeting due to other commitment accepted the nomination. There being no other valid nomination, Mrs Selina CHOW declared Mr MOK Ying-fan elected as Chairman of the Panel.

4.As Mr MOK Ying-fan was absent from the meeting, Mrs Selina CHOW continued to take the chair and called for nominations for deputy chairmanship. Mr MA Fung-kwok was nominated by Mr Henry WU and seconded by Mr NGAN Kam-chuen and he accepted the nomination. There being no other nomination, Mrs Selina CHOW declared Mr MA Fung-kwok elected as Deputy Chairman of the Panel. Mr MA Fung-kwok took the chair.

II.Schedule of meetings for the session

5.Members agreed that regular meetings of the Panel would be held on the first Friday of each month at 10:45 am in Conference Room A of the Legislative Council Building.

III.Items for discussion at the next and future meetings

6.Members agreed that the items listed below should be discussed at the following meetings -

For the meeting on 5 September 1997

  1. Briefing on the policy objectives of the Broadcasting, Culture and Sport Bureau.

  2. Progress on review of broadcasting policy in 1998.

  3. Implication of section 82 of the Copyright Ordinance on Satellite Master Antenna Television (SMATV) broadcast.

For future meetings

  1. Establishment of Film Commission.

  2. Control of obscene and indecent articles.

  3. Local athletes ' participation in the China National Games.

  4. Briefings by the Provisional Municipal Councils and Arts Development Council on their work relating to the Panel.

7.The meeting ended at 4:18 pm.
