I. Election of Chairman and Deputy Chairman

(PLC Paper No. CB(1)63)

Mr Andrew WONG was elected as the presiding member for the election of Chairman of the Panel. Members were invited to note that in accordance with Rules of Procedure 77(6), members who were chairmen or deputy chairmen of the government advisory bodies relevant to the Panel at Appendix I of PLC Paper No. CB(1)63 would not be eligible to stand for election.

2.Mr Andrew WONG invited nominations for the Chairman. Mr YEUNG Yiu-chung was nominated by Mr David CHU and seconded by Mr IP Kwok-him. Mr YEUNG Yiu-chung accepted the nomination.

3.There being no other nomination, Mr YEUNG Yiu-chung was declared as Chairman of the Panel.

4.Mr YEUNG Yiu-chung took over the chair of the meeting.

5.Mr YEUNG Yiu-chung invited nominations for the Deputy Chairman. Prof NG Ching-fai was nominated by Mr IP Kwok-him and seconded by Mrs TSO WONG Man-yin. Prof NG Ching-fai accepted the nomination.

6.There being no other nomination, Prof NG Ching-fai was declared as Deputy Chairman of the Panel.

II. Schedule of meetings for the session

7. Members agreed that future meetings of the Panel would be held on the third Friday of every month at 10:45 a.m.

(Post-meeting note : Members were informed of the schedule of regular Panel meetings up to December 1997 vide PLC Paper No. CB(1)70.)


III. Items for discussion at the next meeting

8.Members considered issues outstanding from the previous LegCo Panel on Education and agreed to discuss the following items at the next regular meeting on Friday, 15 August 1996 at 10:45 a.m. :

  1. Education for new arrival children;

  2. Implementation of whole-day primary schooling; and

  3. Mother-tongue teaching.

9.Mr Charles YEUNG suggested and members agreed that issues related to the teaching of moral education in schools would be included in the list of outstanding issues of the Panel for future deliberation.

10.The meeting ended at 12:15 p.m.
