I.Election of Chairman and Deputy Chairman
(Appendix I to PLC Paper No. CB(1)61 - List of government advisory bodies relevant to the Panel)

Hon Ronald ARCULLI was elected as the presiding member for the meeting for election of Chairman of the Panel. Members were reminded that in accordance with Rules of Procedure 77(6), members who were chairmen or deputy chairmen of government advisory bodies relevant to the Panel on Planning, Lands and Works would not be eligible to stand for election.

2.Hon Ronald ARCULLI invited nominations for the Chairman. Hon Edward HO was nominated by Dr Hon Charles YEUNG Chun-kam and seconded by Hon NGAN Kam-chuen. Hon Edward HO accepted the nomination.

3.There being no other nomination, Hon Edward HO was declared as Chairman of the Panel.

4.Hon Edward HO took over the chair of the meeting.

5.Hon Edward HO invited nominations for the Deputy Chairman. Hon KAN Fook-yee was nominated by Hon IP Kwok-him and seconded by Hon Ronald ARCULLI. Hon KAN Fook-yee accepted the nomination.

6.There being no other nomination, Hon KAN Fook-yee was declared as Deputy Chairman of the Panel.

II.Schedule of meetings for the session

7.Members agreed that regular meetings of the Panel would be held on the fourth Friday of each month at 10:45 am. Members noted that meeting dates for January 1998 and onwards would be decided nearer the time.

III.Items for discussion at the next meeting

8.Members agreed to hold a joint meeting with the Panel on Housing to discuss the subject of land supply for the next five years on Thursday, 24 July 1997, at 10:45 am.

9.Members noted a discussion item outstanding from the former LegCo Panel on Planning, Lands and Works and agreed to include the following items for discussion within the session -

  1. Streamlining procedures for production of land and housing;

  2. Town Planning Bill; and

  3. Protection of the Harbour Ordinance.

10.Members considered it necessary for the Panel to work closely with the Panel on Environmental Affairs on matters of common concerns such as land production and planning.

11.There being no other business, the meeting ended at 4:50 pm.
