I.Election of Chairman and Deputy Chairman
(Appendix I to PLC Paper No. CB(2) 66)
Hon Mrs Selina CHOW was elected as presiding member for the election meeting.
2.Mrs Selina CHOW reminded the meeting that members who were chairman/deputy chairman of the government advisory body relevant to the Public Service Panel, as given in Appendix I of PLC Paper No. CB(2)66, would not be eligible to stand for election. A member shall not be chairman or deputy chairman of more than one Panel at the same time.
3.Hon Ambrose LAU Hon-chuen nominated Hon IP Kwok-him as Chairman of the Panel. Hon David CHU Yu-lin and Hon CHAN Wing-chan seconded the nomination. There being no other nominations, Mrs Selina CHOW declared Hon IP Kowk-him Chairman of the Panel. Hon IP Kwok-him then took over chairmanship of the meeting.
4.Hon CHAN Wing-chan nominated Hon LEE Kai-ming as Deputy Chairman of the Panel. Hon Ronald ARCULLI seconded the nomination. There being no other nominations, the Chairman declared Hon LEE Kai-ming Deputy Chairman of the Panel.
II.Terms of reference

5.Members took note of the terms of reference of the Panel as set out in Appendix II to PLC No. CB(2) 66.
III.Schedule of meetings for the session
6.Members agreed that future meetings of the Panel would be held on the fourth Monday of every month at 10:45 am. The next meeting of the Panel was scheduled for 25 August 1997 at 10:45 am. The Chairman asked the clerk to issue a meeting schedule setting out the dates of meetings up to December 1997 for members' reference. (Post-meeting note: A meeting schedule has been issued to members under PLC Paper No. CB(2) 75).
IV.Items for discussion at the next meeting
7.Members agreed that the issue of post titles of principal officials should be discussed at the next meeting on 25 August 1997. Members observed that the post titles in English of some principal officials were not in line with the titles as laid down in the Basic Law, namely the Chief Secretary for Administration, the Secretaries for Bureaux and the Commissioner, Independent Commission Against Corruption. The Administration would be requested to explain why there was such a departure from the Basic Law.
8.The Chairman invited members to propose other items of discussion at the next meeting, where appropriate.
