RECOMMENDATIONS OF THE ESTABLISHMENT SUBCOMMITTEE

At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(1999-2000)10 to 12 were recommended by ESC at its meeting on 19 May 1999. The relevant papers considered by the ESC have previously been forwarded to all Members and are therefore not enclosed.

3. Members are invited to approve the ESC recommendations.

4. The up-to-date position of the establishment of directorate posts in the civil service is as follows -

Summary of the Recommendations of the Establishment Subcommittee
discussed at the meeting on 19 May 1999

EC(1999-2000)10 HEAD 43 - CIVIL ENGINEERING DEPARTMENT To recommend to Finance Committee the creation of the following permanent posts to continue providing directorate support for the Landslip Preventive Measures Programme on slopes registered in the New Catalogue of Slopes and to manage ongoing slope safety functions -

1 Government Geotechnical Engineer
(D2) ($116,650 - $123,850)

2 Chief Geotechnical Engineer
(D1) ($98,250 - $104,250)

offset by the deletion of three supernumerary posts of one Government Geotechnical Engineer (D2) and two Chief Geotechnical Engineer (D1).

EC(1999-2000)11 HEAD 46 -GENERAL EXPENSES OF THE CIVIL SERVICE(Land Registry Trading Fund) To recommend to Finance Committee the retention of the following supernumerary post for a period of four years from 21 June 1999 -

1 Deputy Principal Solicitor
(DL2) ($116,650 - $123,850)

offset by the deletion of the following permanent post -

1 Senior Solicitor
(MPS 45 - 49) ($76,485 - $88,115)

to assist the Land Registrar to finalise the drafting of the Land Titles Bill, to steer the Bill through the Executive Council and the Legislative Council and to plan and prepare for implementation of the title registration system.

EC(1999-2000)12 HEAD 143 - GOVERNMENT SECRETARIAT : CIVIL SERVICE BUREAU To recommend to Finance Committee the following to cope with the Civil Service Reform exercise -

  1. the retention of the following supernumerary post for a period of 18 months with effect from 1 July 1999 -

    1 Administrative Officer Staff Grade C
    (D2) ($116,650 - $123,850); and

  2. the creation of the following supernumerary post for a period of 12 months with effect from 1 July 1999 -

    1 Principal Executive Officer
    (D1) ($98,250 - $104,250)
