At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(98-99)13 to 15 were recommended by ESC at its meeting on 16 December 1998. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.

3. Members are invited to approve the ESC recommendations.

To recommend to Finance Committee the delegation of authority to Controlling Officers to create supernumerary posts, to be held against permanent posts of a lower pay scale, to enable a maximum of 41 staff of the Marine Department, who would become surplus to requirement following the implementation of the new management structure for Public Cargo Working Areas of the department, to take up alternative employment within the civil service.

(a) the creation of the following new rank and permanent post in the Chief Executive's Office -

1 Information Coordinator

offset by the deletion of the following permanent post in the Information Services Department -

1 Administrative Officer Staff Grade B

(D3) ($127,900 - $135,550); and

(b) the retitling of the existing post of Deputy Press Secretary to the Chief Executive (ranked at Assistant Director of Information Services (D2)) to Deputy Information Coordinator (Media Liaison).
