I. Election of Chairman and Deputy Chairman

A proposed agenda for the meeting and a list of issues to be considered by the Panel were tabled at the meeting.

2 The Clerk invited nominations for a member to preside at the election of the Chairman of the Panel. Mr SIN Chung-kai was nominated by Mr TIEN Pei-chun and seconded by Mr CHEUNG Man-kwong. Mr SIN accepted the nomination. There being no other nomination, Mr SIN was declared elected as the presiding member.

3 Mr SIN invited nominations for chairmanship. Mr TIEN Pei-chun was nominated by Mr LEE Wing-tat and seconded by Mrs Miriam LAU Kin-yee. Mr TIEN accepted the nomination. There being no other nomination, Mr TIEN was declared elected as Chairman of the Panel.

4 The Chairman invited nominations for deputy chairmanship. Mr Fred LI Wah-ming was nominated by Mr MA Fung-kwok and seconded by Mr Howard YOUNG. Mr LI accepted the nomination. There being no other nomination, Mr LI was declared elected as Deputy Chairman of the Panel.

II Schedule of meetings for the 1998-99 session

5 Members agreed that regular meetings of the Panel would be held at 10:45 am on the fourth Monday of each month starting from September 1998. Members also agreed that a special meeting would be held at 3:30 pm on 21 July 1998.

III Items for discussion at future meetings
(List of issues to be considered)

6 Members agreed that the Administration should be invited to attend the meeting on 21 July 1998 to update members on the latest position regarding the operation of the new airport.

7 The meeting noted the following issues of concern raised by members:

  1. The review of Scheme of Control Arrangements with China Light and Power Company Limited and Hongkong Electric Company Limited; and

  2. Ex-gratia allowances for fishermen affected by reclamation or development projects.

8 There being no other business, the meeting ended at 10:35 am.
