The Clerk informed members that Mr YEUNG Yiu-chung had notified the Secretariat that he wished to withdraw his membership. The Panel now had 19 members and the quorum for a meeting (six members) remained unchanged.

I. Election of Chairman and Deputy Chairman

Election of Presiding Member

2.. In accordance with the election procedure circulated to members on 11 July 1998 vide LC Paper No. CB(2) 35/98-99, the Clerk called for nominations for the presiding Member.

3.. Mr CHAN Kam-lam was nominated by Mr David CHU and the nomination was seconded by Mr CHAN Wing-chan. Mr CHAN Kam-lam accepted the nomination. There being no other nomination, the Clerk declared that Mr CHAN Kam-lam was elected as the presiding Member.

Election of Chairman

4.. Mr CHAN Kam-lam took the chair and called for nominations for the chairmanship of the Panel.

5.. Mr LEE Kai-ming was nominated by Mr CHAN Wing-chan and the nomination was seconded by Mr James TIEN. Mr LEE Kai-ming accepted the nomination. There being no other nomination, the presiding Member declared that Mr LEE Kai-ming was elected as Chairman of the Panel. Mr LEE Kai-ming then took the chair.

Election of Deputy Chairman

6.. The Chairman called for nominations for the deputy chairmanship of the Panel.

7.. Mr LAU Chin-shek was nominated by Mr CHAN Wing-chan and the nomination was seconded by Mr Ronald ARCULLI. Mr LAU Chin-shek accepted the nomination. There being no other nomination, the Chairman declared that Mr LAU Chin-shek was elected as Deputy Chairman of the Panel.

II. Schedule of meetings for the 1998-99 session

8.. Members agreed to the following meeting schedule of the Panel -

  1. Next meeting
    Tuesday, 28 July 1998, 4:30 pm.

  2. Regular meetings
    The 4th Thursday of each month at 2:30 pm.

III. Discussion items for future meetings

Error! Bookmark not defined... Members discussed the list of issues to be considered which was tabled at the meeting and issued to absent members vide LC Paper No.CB(2)64/98-99. Regarding item of the list, members noted that the Administration intended to move a resolution to revise the levels of compensation under the Pneumoconiosis (Compensation) Ordinance and a subcommittee of the House Committee had been formed on 10 July 1998 to study, inter alia, the resolution. After discussion, members agreed to discuss the following items at future meetings -

Next meeting

  1. The package of measures announced by the Administration to relieve the unemployment situation in Hong Kong;

  2. Manpower needs for infrastructural projects;

  3. Resolution to be proposed by Mr LEE Cheuk-yan on Protection of Wages on Insolvency Fund; and

  4. Any plan by the Administration to introduce statutory regulation of work arrangements when rainstorm black warning was hoisted.

Future meetings

  1. Member's Bill on age discrimination to be introduced by Mr LAU Chin-shek;

  2. Review on employment conditions of live-in domestic helpers;

  3. Review of working time arrangements; and

  4. Review on re-instatement.

9.. Members also agreed that information on the level of manpower resources to cope with the operation of the new airport as well as the conditions of service and training of staff of the Airport Authority should be obtained from the Administration.
    (Post-meeting note : The Administration has been requested to liaise with the Airport Authority for the provision of the information before the next meeting.)


10.. The meeting ended at 3:55 pm.
