Water Pollution Control Ordinance (Cap. 358)
Water Pollution Control (North Western Supplementary Water Control Zone) Order (L.N. 224)

By this Order made under section 4 of the Water Pollution Control Ordinance (Cap. 358) ("the Ordinance") by the Chief Executive in Council after consultation with the Advisory Council on the Environment, a part of Hong Kong is declared to be a water control zone and is to be known as the North Western Supplementary Water Control Zone ("the Zone"). The Zone is shown as the area of Hong Kong bounded by grey edging on a map marked NWSWCZ and described as "NORTH WESTERN SUPPLEMENTARY WATER CONTROL ZONE", signed by the Secretary for Planning, Environment and Lands on 3 September 1999 and deposited in the Land Registry at Victoria.

The effect of the Order is to declare the Zone a water control zone for the purposes of the Ordinance so that the provisions of the Ordinance prohibiting the discharge or deposit of waste or polluting matter would be applicable to the Zone.

Water Pollution Control (Second Southern Supplementary Water Control Zone) Order (L.N. 225)

By this Order made under section 4 of the Water Pollution Control Ordinance (Cap. 358) ("the Ordinance") by the Chief Executive in Council after consultation with the Advisory Council on the Environment, a part of Hong Kong is declared to be a water control zone and is to be known as the Second Southern Supplementary Water Control Zone ("that Zone"). That Zone is shown as the area bounded by grey edging on a map comprising 2 sheets marked SSSWCZ1 and SSSWCZ2 respectively and described as "SECOND SOUTHERN SUPPLEMENTARY WATER CONTROL ZONE", signed by the Secretary for Planning, Environment and Lands on 3 September 1999 and deposited in the Land Registry at Victoria.

The effect of the Order is to declare that Zone a water control zone for the purposes of the Ordinance so that the provisions of the Ordinance prohibiting the discharge or deposit of waste or polluting matter would be applicable to that Zone.

By this Order made under section 7(2) and (3) of the Water Pollution Control Ordinance (Cap. 358) ("the Ordinance") by the Chief Executive after consultation with the Executive Council, 1 November 1999 and 1 December 1999 are appointed as the respective days by reference to which the respective prohibitions in sections 8(1) and 9(1) of the Ordinance shall extend to the North Western Supplementary Water Control Zone.

By this Order made under section 7(2) and (3) of the Water Pollution Control Ordinance (Cap. 358) ("the Ordinance") by the Chief Executive after consultation with the Executive Council, 1 November 1999 and 1 December 1999 are appointed as the respective days by reference to which the respective prohibitions in sections 8(1) and 9(1) of the Ordinance shall extend to the Second Southern Supplementary Water Control Zone.

Airport Authority Ordinance (Cap. 483)
Airport Authority Ordinance (Map of Restricted Area) Order (L.N. 230)

By this Order made under section 37 of the Airport Authority Ordinance (Cap. 483) ("the Ordinance") by the Director of Civil Aviation after consultation with the Airport Authority, new boundaries of the Restricted Area for the purposes of the Ordinance are specified. The Restricted Area now comprises (a) the area of land at Chap Lap Kok delineated and shown edged green in the map titled "Airport Authority Ordinance (Cap. 483) Map of the Restricted Area" numbered AAO/RA/001B; and (b) parts of the passenger terminal building delineated and shown shaded yellow in a set of nine maps titled "Airport Authority Ordinance (Cap. 483) Map of the Restricted Area" numbered AAO/RA/002B, AAO/RA/003B, AAO/RA/004B, AAO/RA/005B, AAO/RA/006B, AAO/RA/007B, AAO/RA/008B, AAO/RA/009A and AAO/RA/010A.

The existing Airport Authority Ordinance (Map of the Restricted Area) Order (Cap.483 sub. leg.) is repealed.

Prisons Ordinance (Cap. 234)
Prisons (Amendment) Order 1999 (L.N. 231)

By this Order made under section 4 of the Prisons Ordinance (Cap. 234) ("the Ordinance"), the Secretary for Security has set apart the Pak Sha Wan Correctional Institution at 101 Tung Tau Wan Road, Stanley, Hong Kong ("the Prison") for the purposes of a prison. Simultaneously, the Schedule to the Prisons Order (Cap. 234 sub. leg.) is amended by adding the Prison.

This Order has come into operation on 29 September 1999.

Public Health and Municipal Services Ordinance (Cap. 132)
Designation of Libraries (Urban Council Area) Order 1999 (L.N. 232)

By this Order made under section 105K of the Public Health and Municipal Services Ordinance (Cap. 132), the Provisional Urban Council has designated the first floor of Urban Council Sam Ka Tsuen Complex, 6 Lei Yue Mun Path, Sam Ka Tsuen, Kwun Tong, Kowloon ("the Library") as a library. Simultaneously in this Order, the Schedule to the Designation of Libraries (Urban Council Area) Order (Cap.132 sub. leg.) is amended by adding the Library as item 37.

Public Health and Municipal Services Ordinance (Cap. 132)
Public Health and Municipal Services Ordinance (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 5) Order 1999 (L.N. 233)

By this Order, the Provisional Urban Council cancels the designation under section 79(3) of the Public Health and Municipal Services Ordinance (Cap. 132) ("the Ordinance") of the Apleichau West Industrial Area Cooked Food Market and the Nelson Street Temporary Cooked Food Market ("the Markets") as public markets. This Order simultaneously amends Part I of the Tenth Schedule to the Ordinance in accordance with section 79(5) of the Ordinance by repealing the references to the Markets.

Public Health and Municipal Services Ordinance (Cap. 132)
Declaration of Markets in the Urban Council Area (Amendment) (No. 3) Declaration 1999 (L.N. 234)

By this Declaration made under section 79(1) of the Public Health and Municipal Services Ordinance (Cap. 132) ("the Ordinance"), the Provisional Urban Council declares that the Apleichau West Industrial Area Cooked Food Market and the Nelson Street Temporary Cooked Food Market ("the Markets") cease to be markets to which the Ordinance applies. This Declaration simultaneously amends the Schedule to the Declaration of Markets in the Urban Council Area (Cap. 132 sub. leg.) by repealing the references to the Markets.

Shipping and Port Control (Typhoon Shelters) Regulations (Cap. 313 sub. leg.)
Shipping and Port Control (Typhoon shelters) Regulations (Amendment of Schedule) Order 1999 (L.N. 235)

By this Order made by the Acting Director of Marine under regulation 14 of the Shipping and Port Control (Typhoon Shelters) Regulations (Cap. 313 sub. leg.)("the Regulations"), the Schedule to the Regulations is amended by adding Hei Ling Chau Typhoon Shelter.

Shipping and Port Control (Dwelling Vessels) Regulations (Cap. 313 sub. leg.)
Shipping and Port Control (Dwelling Vessels) (Closed Areas) Order 1999 (L. N. 236)

By this Order made by the Acting Director of Marine under regulation 16(1) of the Shipping and Port Control (Dwelling Vessels) Regulations (Cap. 313 sub. leg.), the area of the waters of Hong Kong within Hei Ling Chau Typhoon Shelter ("the Typhoon Shelter") is declared to be closed to dwelling vessels. The Schedule to the Shipping and Port Control (Dwelling Vessels) (Closed Areas) (Consolidation) Order (Cap. 313 sub. leg.) is simultaneously amended by adding the Typhoon Shelter as item 14.

Shipping and Port Control Ordinance (Cap. 313)
Shipping and Port Control (Closure of Waters) Notice 1999 (L.N. 237)

By this Notice made under section 16B of the Shipping and Port Control Ordinance (Cap. 313) ("the Ordinance"), the Acting Director of Marine has closed the area of waters of Hong Kong specified in the Schedule to this Notice to all vessels, other than ferry vessels of The "Star" Ferry Company, Limited providing franchised service between Wanchai and Tsim Sha Tsui , for the whole of the period between 5.00 a.m. to 8.59 a.m. on 1 October 1999.

Occupational Retirement Schemes Ordinance (Cap. 426)
Occupational Retirement Schemes (Member's Request for Information on Scheme Assets) (Amendment) Rules 1999 (L.N. 238)

These Rules made by the Registrar of Occupational Retirement Schemes under section 73 of the Occupational Retirement Schemes Ordinance (Cap. 426)("the Ordinance") amends the form of notice in the Schedule to the Occupational Retirement Schemes (Member's Request for Information on Scheme Assets) Rules (Cap. 426 sub. leg.) by adding a reference to the information specified in section 35(2)(b)(iv) of the Ordinance. The addition enables the members of an occupational retirement scheme to request by notice particulars of investments forming part of the scheme's assets exceeding 5% of the market value or the realizable value of the scheme's assets.

These Rules shall come into operation on 11 November 1999.

Companies Ordinance (Cap. 32)
Companies (Amendment) Ordinance 1999 (30 of 1999) (Commencement) Notice 1999 (L.N. 239)

By this Notice made under section 1(2) of the Companies (Amendment) Ordinance 1999 ("the Ordinance"), the Secretary for Financial Services has appointed 11 November 1999 as the day on which the Ordinance shall come into operation.

The Ordinance, which has been scrutinized by a Bills Committee prior to its enactment, relates to provisions for merger relief.

Factories and Industrial Undertakings Ordinance (Cap. 59)
Construction Sites (Safety) (Amendment) Regulation 1998 (L.N. 76 of 1999) (Commencement) Notice 1999 (L.N. 240)

By this Notice under section 1 of the Construction Sites (Safety) (Amendment) Regulation 1998 ("the Regulation"), the Commissioner for Labour has appointed 1 October 1999 as the day on which the Regulation is to come into operation.

The Regulation replaces the existing Part VA of the Construction Site (Safety) Regulations (Cap. 59 sub. leg.) and sets out the safety requirements in respect of persons working at a height of 2 metres or more on construction sites.
