POLICY ADDRESS AND CHIEF EXECUTIVE'S QUESTION AND ANSWER SESSIONS
LEGISLATIVE COUNCIL IN BRIEF    NO. 12

According to Rule 8 of the Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region, the Chief Executive may at his or her discretion attend meetings of the Legislative Council, or any committee or subcommittee for the purposes of addressing the Council, answering Legislative Council Members' questions put to him or her on the work of the Government, and proposing any policy, measure, bill, resolution, motion or question for debate by and in the Legislative Council or any such committee or subcommittee.

DELIVERY OF POLICY ADDRESS

Policy Address is the annual address delivered by the Chief Executive to the Legislative Council to outline various Government policy proposals for administering the Hong Kong Special Administrative Region. In 2020, the Chief Executive Mrs Carrie LAM CHENG Yuet-ngor delivered her Policy Address in November to outline the policy direction for the fifth-term Government.

Motion of Thanks

In not less than 14 days after the Chief Executive has delivered his or her Policy Address, the Chairman of the House Committee will move a motion at a Council meeting to thank the Chief Executive for delivering his or her Policy Address. During the debate on the Motion of Thanks, Members will comment on the Policy Address and public officers will respond to these comments. This meeting usually lasts for three days.

CHIEF EXECUTIVE'S QUESTION AND ANSWER SESSIONS

During each legislative session, the Chief Executive normally attends four Council meetings to answer Members' questions put to him or her on the work of the Government or a specific event. A Question and Answer Session lasts for about one and a half hours.

CHIEF EXECUTIVE'S QUESTION TIMES

In addition to Chief Executive's Question and Answer Sessions, the Chief Executive attends one Council meeting each month for Chief Executive's Question Time. A Question Time lasts for about 30 minutes.
