Members' motions not intended to have legislative effect

Through this type of motion debates, Members express their views on issues of public concern or call on the Government to take certain actions. Such motions include those moved under Rule 16(2) or 16(4) of the Rules of Procedure for the adjournment of the Council for debate on issues of urgent public importance or concerning public interest.
