LegCo Panel on Transport visits Tseung Kwan O-Lam Tin Tunnel and Tseung Kwan O Cross Bay Link (with photos)




The Legislative Council (“LegCo”) Panel on Transport visited the Tseung Kwan O-Lam Tin Tunnel (“TKO-LT Tunnel”) and Tseung Kwan O Cross Bay Link (“Cross Bay Link”) today (15 November) to understand the latest situation of the two highway projects before their commissioning on 11 December 2022.

 

Members first visited the TKO-LT Tunnel to learn about its key features by riding through the cross passage of the Tunnel.  They were briefed by representatives of the Civil Engineering and Development Department on the Tunnel’s electrical and mechanical equipment and fire services facilities.  Members also observed the design of the interchange and ventilation building at the Eastern Portal Area of the Tunnel. The TKO-LT Tunnel project adopts the design of a dual two-lane highway.  It has a total length of about 3.8 kilometres, of which about 2.2 km comprises of the Tunnel.

 

Members then went to the marine viaduct of the Cross Bay Link to gain a better understanding of its design features and innovative construction method.  Of its about 1.8 km total length connecting TKO-LT Tunnel and Wan Bo Road, 1 km of the Link is the marine viaduct which composes of a double-arch steel bridge.  This is the first marine viaduct in Hong Kong which contains carriageways, a cycle track and a footway.

 

During the visit, Members were pleased to learn that the two highway projects will be open to traffic on 11 December 2022, becoming the second main thoroughfare that will link Tseung Kwan O with Kwun Tong and the Eastern Harbour Crossing.  Meanwhile, the tolls of the TKO-LT Tunnel and the Tseung Kwan O Tunnel will be waived.  After the commissioning of two projects, the journey time between Tsueng Kwan O and Kowloon East will be cut by about 20 minutes during the morning peak hours.  Members also took the opportunity to discuss with the Administration on how to further enhance the traffic connections between Tseung Kwan O and other districts.

 

Members participating in the visit were the Panel Chairman Hon Frankie YICK Chi-ming; Panel members Ir Dr Hon LO Wai-kwok, Hon LUK Chung-hung, Hon Tony TSE Wai-chuen, Hon Stanley LI Sai-wing and Hon YIU Pak-leung; as well as non-Panel members Hon LAM So-wai and Hon NGAN Man-yu.
