Chapter 3 Committees The CommitteeonRules of Procedure reviews theCouncil's Rules of Procedure ("RoP") and the committee system, as well as proposes any amendments or changes it considers necessary to the Council. Such amendments were approved by the Council on 20 February 2019; • Arising from earlier amendments to RoP which empower the Clerk to the Legislative Council ("the Clerk") to conduct the election of the President, the Committee had proposed consequential amendments to the House Rules in relation to the date and venue of the election or re-election of the President as well as the role and power of the Clerk.
