Members of the Legislative Council (“LegCo”) receive visitors, visiting dignitaries and other parliamentary organizations to share knowledge and exchange ideas. Members also take part in meetings and liaison activities to establish and reinforce links with consular officials and local organizations.

The President and Members of LegCo receive visitors and visiting dignitaries referred by government departments and Consuls-General in Hong Kong as ‍well as parliamentary organizations, and brief them on the work of LegCo and the latest developments in Hong Kong. These visitors include members of overseas legislatures, political and business leaders, government officials as well as prominent people from international organizations and renowned institutions. During the session, 19 such meetings were held.

To enhance interactive engagement with the international community, LegCo invited Consuls-General and Honorary Consuls in Hong Kong to visit the LegCo Complex in July 2025. This event included a briefing and a ‍cocktail reception, facilitating exchanges between Members and diplomatic personnel regarding the latest developments in Hong Kong as ‍well as pertinent international issues. This initiative served to deepen mutual relations, with a total of 48 Consuls-General and Honorary Consuls attending the event.

In addition, four luncheons were organized between May and September 2025 with Consuls-General and Honorary Consuls from ASEAN (Association of Southeast Asian Nations), Middle East, BRICS (Brazil, Russia, India, China and South Africa), as well as Belt and Road countries. These luncheons were hosted with the objective of fostering in-depth and meaningful dialogue between Members and international representatives, focusing on the advancement of sustainable development and the enhancement of economic connectivity. A total of 33 Consuls-General and Honorary Consuls in Hong Kong participated in these luncheons.

On 21 February 2025, LegCo continued its longstanding tradition of hosting a spring luncheon. Some 200 guests attended the luncheon, including the Chief Executive, members of the Executive Council, senior government officials and LegCo Members. The luncheon aimed to foster constructive dialogue between the Legislature and the Government, strengthen executive-legislative relationship and deepen the collaborative partnership for good governance.

The Chief Executive Mr John LEE Ka-chiu initiated Ante Chamber Exchange Sessions (“AES”) to foster constructive and interactive relationships between the Executive Authorities and the Legislature. A total of four AES were held during the session. Since March 2025, enhanced arrangements of AESs have been introduced. Under the enhanced arrangements, Members are grouped into two Panel-based discussion groups to enable more focused discussions with senior government officials on specific policy issues.

Members of LegCo hold regular meetings on a roster basis with District Council members to exchange views on issues of mutual interest. Each meeting is convened in turn by a LegCo Member and is followed by a ‍luncheon attended by both the relevant District Council members and LegCo Members. Matters raised at these meetings which require follow-up actions will be referred to the relevant Panels or the Public Complaints Office. During the session, eight such meetings were held.

On 8 May 2025, LegCo held a ceremony to commemorate the successful conclusion of the main works of the LegCo Complex expansion project. The ceremony was attended by the Chief Executive, senior government officials and LegCo Members, marking this significant milestone in the project’s progress. The Chief Executive and the President of LegCo planted two Buddhist Pine trees at the Sky Garden during the ceremony, signifying the collaborative partnership between the Executive Authorities and the Legislature under the executive-led constitutional framework.

On 7 April 2025, the Chief Secretary for Administration, several senior government officials and members of The LegCo Commission took part in a ‍tree-planting event. Ten Chinese Flame trees were planted outside the LegCo Complex along Tim Mei Avenue and another was jointly planted in the LegCo Square. The species is known for its glorious golden blossoms in autumn, a season that coincides with the National Day, creating a festive golden landscape.

On 2 July 2025, LegCo held a launching ceremony to mark the enhanced facilities and services of the LegCo Library, officiated by the Chief Secretary for Administration. Following the completion of the LegCo Complex expansion project, the Library was revamped to attract more visitors and enhance their overall experience. The redesigned space is envisioned as a ‍multifunctional hub that integrates constitutional and policy research, thematic exhibitions, interactive games and technology-driven experiences.

During this session, the LegCo Football Team took part in two friendly matches against the Government Football Team and the District Council Football Team. A notable highlight was the match held at Kai Tak Youth Sports Ground against the Government Football Team, which was attended by the Chief Executive and over 50 government officials. The Chief Executive led the government team and officiated the kick-off ceremony alongside the President of LegCo.

The match demonstrated the positive rapport between the Executive Authorities and the Legislature while rallying support for the National Games. It underscored that friendship outweighs competition and highlighted the shared commitment of the Government and LegCo to working hand in hand in advancing Hong Kong’s development.

On 29 September 2025, LegCo organized an event “Supporting the National Games, the National Games for Persons with Disabilities and National Special Olympic Games”. Members, together with the Secretary for Culture, Sports and Tourism, as well as current and retired athletes, called on the community to support Hong Kong athletes, fostering a vibrant sporting atmosphere across the city. Members also participated in virtual fencing and track cycling activities, enabling them to appreciate firsthand the excitement and appeal of sports. During the National Games, promotional videos were shown in the Main Lobby of the LegCo Complex, bringing the public together to cheer on the athletes.

On 8 July 2025, LegCo hosted a tea reception for charitable organizations. Members of the newly appointed Boards of Directors from leading charitable organizations in Hong Kong, including Tung Wah Group of Hospitals; Po Leung Kuk; The Lok Sin Tong Benevolent Society, Kowloon; Pok‍ ‍Oi Hospital; Yan Chai Hospital; and Yan Oi Tong, met with Members of LegCo in a relaxed setting to exchange views on subjects such as supporting vulnerable communities and promoting innovation in social services. The reception was attended by over 100 guests. LegCo outlined the vision to further enhance collaboration with charitable organizations in the future, with an objective of cultivating a caring and harmonious society.

On 27 June 2025, LegCo welcomed the visit of the Hong Kong Exchanges and Clearing Limited (“HKEX”) Gong Mobile, featuring the iconic Listing Gong. The Chairman and the Chief Executive Officer of HKEX, and nearly 40 Members attended the welcome ceremony. The visit highlighted the robust partnership between LegCo and HKEX in bolstering Hong Kong’s competitiveness as an international financial centre.

LegCo hosted two events in 2025 aimed at promoting the “panda economy” and highlighting Hong Kong’s “tourism is everywhere” travel motif. On ‍12 ‍February 2025, LegCo held an opening ceremony for the exhibition of panda sculptures at the LegCo Complex. The ceremony was attended by the Secretary for Culture, Sports and Tourism and over 50 Members. A ‍total of 150 panda sculptures were displayed at the Main Lobby of the LegCo Complex, marking the inaugural exhibition of panda sculptures in the LegCo Complex.

Subsequently, on 23 July 2025, LegCo held a welcome ceremony for a ‍distinctive pair of donated panda sculptures. These sculptures, measuring 1.5-metre tall and weighing approximately 300 pounds, were positioned on the mockup of LegCo’s iconic drum-shaped Council Block. One panda sculpture is holding the Rules of Procedure, while the other is engaged in a media interview. These sculptures are now permanently displayed in the Main Lobby, serving as LegCo’s conservation and tourism ambassadors.

In response to the Government’s call for vaccination, the Department of Health sent an outreach team to the LegCo Complex on 8 October 2025 to provide influenza vaccinations and COVID-19 booster shots to Members. Over 50 Members participated in this event and the Secretary for Health led his team to the site to show their support. Through their actions, Members encouraged the public to receive vaccinations promptly to build a‍ ‍strong community immune barrier that protects individuals, their families and society as a whole.

On 11 June 2025, the Hong Kong Red Cross deployed its outreach team to the LegCo Complex to provide blood donation services for Members, their staff and Secretariat staff. The Secretary for Health and representatives of the Department of Health, along with the Hong Kong Red Cross, attended the event, showcasing the collaborative efforts of the Government, LegCo and the community to foster the spirit of mutual assistance, conveying hope through blood donation and demonstrating care through meaningful action.
