RP06/07-08 Parliamentary monitoring mechanism on intelligence agencies in selected places

This research studies the mechanisms adopted to monitor government intelligence agencies by the House of Representatives of the United States Congress, the House of Representatives of the Parliament of Australia, the House of Commons of the United Kingdom Parliament and the House of Commons of the Parliament of Canada. The mechanisms are examined in the following aspects: statutory basis, powers and functions; composition and design; administration and procedure; access to sensitive information; and restrictions on disclosure of sensitive information.

It covers (a) types and functions of committees; (b) membership in committees; (c) role of chairmen of committees; (d) method of selecting committee chairmen; (e) allocation of committee chairmanships; (f) chairmanship of committees concerning rules of procedures; and (g) restrictions on chairmanship of committees.

This research studies the parliamentary handling of bills which are classified to be "not ordinary", i.e. the non-passage of such bills, if any, may lead to a change of government or dissolution of parliament, in France and the United Kingdom. It covers the parliamentary procedures for the engagement of the government's responsibility on a programme, a statement of general policy or the passage of a bill, and motion of censure in France; and the parliamentary procedures for motion of censure in the United Kingdom.
