Issue No. 1 (20 October 2006)



At its meeting on 18 and 19 October 2006, the Legislative Council passed the following two bills:

(1)Smoking (Public Health) (Amendment) Bill 2005, with amendments proposed by the Secretary for Health, Welfare and Food at Committee Stage.

(2)Hong Kong Society for the Protection of Children Incorporation (Amendment) Bill 2006.


At the same meeting, the Council passed the following four resolutions:

(1)Resolution moved by the Secretary for Health, Welfare and Food relating to the Pharmacy and Poisons (Amendment) (No. 4) Regulation 2006 and the Poisons List (Amendment) (No. 4) Regulation 2006.

(2)Resolution moved by Hon Tommy CHEUNG Yu-yan relating to the extension of the period for amending the Public Health (Animals and Birds) (Exhibitions) (Amendment) Regulation 2006.

(3)Resolution moved by Hon Tommy CHEUNG Yu-yan relating to the extension of the period for amending the Food Business (Amendment) Regulation 2006.

(4)Resolution moved by Hon Jasper TSANG Yok-sing relating to the Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region.


The following two motions with no legislative effect were also passed by the Council:

(1)Motion on "Opposing the introduction of a Goods and Services Tax", moved by Dr Hon YEUNG Sum.

(2)Motion on "Introducing legislation to regulate clandestine photo-taking", moved by Hon Andrew LEUNG Kwan-yuen as amended by Hon Albert HO Chun-yan.
