3.	FCR(2009-10)15	This item invites Members to approve the following changes to the 2009-10 Estimates with effect from 1 June 2009 -	Approved
		(a) creation of Subhead 700 General non-recurrent under Head 55; (b) creation of a new commitment of $300 million entitled "CreateSmart Initiative" under Head 55; (c) transfer of non-recurrent commitments from Heads 155 and 180 to Head 55; and (d) supplementary provisions of $37,789,000 and $85,659,000 to Subhead 000 Operational expenses and Subhead 700 General non-recurrent of Head 55 respectively. Members are also invited to note that projects under the CreateSmart Initiative costing more than $10 million each will be submitted to the Finance Committee for individual approval.
