Subhead 8011EC Noise abatement programme in schools, stage III
Members are invited to approve an increase in the project estimate from $217.8 million by $35 million to $252.8 million money-of-the-day prices for completing implementation of noise abatement measures in 239 aided schools in the third stage of the noise abatement programme in schools.
The approved project estimate is insufficient to complete the implementation of noise abatement measures in all the 239 aided schools included in the third stage of the noise abatement programme (the programme).
2. The Director of Education (D of E) proposes to increase the project estimate for the programme from $217.8 million by $35 million to $252.8 million.
3. In the course of carrying out the programme, the Director of Environmental Protection (DEP) re-assessed the noise pollution levels at schools identified for improvement to take account of the changing traffic condition and its consequential impact on the schools. As a result of the re-assessment, DEP pollution levels at the schools identified for improvement under the third stage of NAPIS, the Director of Environmental Protection (DEP) has identified more rooms in some of the schools which require installation of noise abatement measures. This has increased the number of rooms requiring insulation from 3 309 to 4 420, comprisingtraffic noise requiring improvement work are listed in Enclosure 1. 3 250 classrooms, 920 special rooms and 250 staff rooms.
4. To date, we have completed the works for 217 schools at a cost of $198.6 million. The balance of $19.2 million is insufficient to cover the cost of the works for the remaining 22 schools as listed at the Enclosure2.
5. The Director of Architectural Services estimates that the cost for the remaining works is $54.2 million. D of E therefore proposes to increase the project estimate to $252.8 million, calculated as follows -

7. D of E estimates that there will be an additional annually recurrent cost of $6.8 million arising from the additional rooms that need to be insulated under the programme. This will be met through the Secretary for Education and Manpowers allocation on education subventions.
8. On 16 April 1993, Members approved a project estimate of $217.8 million for implementing noise abatement measures in 239 aided schools under the third stage of the noise abatement programme. The then estimate of the project was based on the cost of introducing noise abatement measures to 3 309 rooms comprising 2 449 classrooms, 677 special rooms and 183 staff rooms.
