At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).

2. Agenda items EC(95-96)49 to 51, 53 and 54 were recommended by ESC at its meeting on 2 November 1995. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.

3. Members are invited to approve the ESC recommendations.

  1. the hiving off of the Chinese Language Division (CLD) from the Chief Secretary’s Office (CSO) to form a new independent agency to be retitled as the Official Languages Agency on 1 April 1996; and
  2. the following changes in the directorate establishment in the CLD under the Administration Wing, CSO -
    1. the creation of one permanent post of Administrative Officer Staff Grade B (D3) ($111,100 - $117,750) offset by the deletion of one permanent post of Administrative Officer Staff Grade C (D2) ($95,550 - $101,450);
    2. the creation of a new rank and one permanent post of Principal Chinese Language Officer (D1) ($80,450 - $85,400);
    3. the creation of one supernumerary post of Principal Executive Officer (D1) ($80,450 - $85,400) for a period of three years.

  2. the redeployment of one permanent post of Director, Senior Staff Course Centre (D3) to the CSTDI and retitling as Director, Civil Service Training and Development Institute;

With effect from 1 January 1996

  1. the redeployment of one permanent post of Principal Training Officer (D2) from the Civil Service Branch (CSB) to the CSTC; and
  2. the creation of the following permanent post in the CSB -

    1 Administrative Officer Staff Grade C
