3. The Chairman declared interest on behalf of all those members who were employees of subvented non-government organisations and who would benefit from the proposed pay adjustment.

HEAD 710 - COMPUTERISATION

New Subhead "Replacement of ICL Mainframe Computer"

5. Responding to members’ enquiries, the Deputy Secretary for the Treasury (3) (DS/Tsy(3)) advised that the design capacity of the new system would cater for the anticipated growth in transaction volume from 1.43 million transactions to 1.92 million in the next five years. The proposed system would be capable of expansion to accommodate further increase in demand if necessary. While the replacement system would not result in changes in staff establishment, its enhanced capabilities would definitely improve the efficiency of the overall throughput.

6. With regard to the cheaper costs for the new system when compared to the existing mainframe computer installed in 1990, DS/Tsy(3) advised that the market price for computer hardware had gone down in recent years. In reply to a member, DS/Tsy(3) confirmed that the Government would continue to use ICL computer for the replacement system. She also advised that the normal life span of the mainframe system would be about seven to eight years.

7. The Committee approved the proposal.
